Proposed Carstairs Annexation
On April 29, 2026, Mountain View County received formal notice from the Town of Carstairs of its intent to proceed with a proposed annexation of lands within Mountain View County.
The proposed annexation area was identified through the Town’s long-term growth planning and forms part of their ongoing review and update of the Intermunicipal Development Plan (IDP) between the two municipalities.
The proposed annexation lands represent areas identified for potential future, market-driven growth and expansion of the Town of Carstairs. As outlined in the draft IDP, these lands are intended to accommodate the Town’s anticipated long-term residential and non-residential growth needs while minimizing impacts on surrounding agricultural and natural lands.
In accordance with the Municipal Government Act (MGA), Mountain View County and the Town of Carstairs will now begin annexation negotiations and coordinate a public consultation process. Following consultation and negotiations, a report will be presented to each municipal authority for consideration.
Mountain View County’s representatives on the Carstairs Intermunicipal Collaboration Committee (ICC): Deputy Reeve Fulton, Councillor Harris, and Councillor Look will lead negotiations on behalf of the County.

Public Consultation
As part of the annexation process, opportunities for public consultation will be provided for residents, landowners, and stakeholders to learn more, ask questions, and provide feedback.
The Town of Carstairs has advised that direct consultation with affected landowners within the proposed annexation area will also occur as part of the process.
Intermunicipal Development Plan (IDP)
The Intermunicipal Development Plan (IDP) is a statutory plan developed jointly by municipalities to guide future growth, land use planning, infrastructure coordination, and intermunicipal collaboration in areas of shared interest.

Public Open House
Residents, landowners, and interested parties are invited to attend a public open house regarding the Town of Carstairs’ proposed annexation and the recommended updates to the Intermunicipal Development Plan (IDP).
Following its last review in 2021, the IDP is being updated to reflect changes in local conditions and regional growth dynamics while remaining consistent with provincial planning requirements. The updated Plan is intended to provide a cooperative framework to guide future development, infrastructure planning, and service coordination in and around the Town of Carstairs.

No formal presentation is planned. Residents are welcome to drop in at any time during the open house.
